Access and Complete Observer Reports

Observers are selected by account administrators. If you are an Observer, you will see the Observer item in your Ref Insight app. Review this tutorial on how to access and complete an Observer Report for both assigned and unassigned matches.

82 STEPS
1. This tutorial reviews how to access and complete an Observer Report for both assigned and unassigned games in the Officials Portal.
This form can be completed using the Ref Insight app on your mobile device or on your desktop web-browser.
2. The fastest way to access the Observer Report for an assigned game is through Assignments.
3. Assigned matches will display under the Pending area.
Accept the match by selecting it through the checkbox on the right side of the assignment.
4. Click Accept Selected Assignments
5. Accepted matches will display under the Accepted tab.
6. If you previously accepted your match and are now ready to fill in your Observer report, come to the Accepted section and click on the orange icon.
7. Assignment Details are shown at the top of the page.
8. Scroll down to see additional Match Details
9. Scroll to the bottom of this page and click Observation Form to access the report.
10. The Observer Filters will be pre-populated from the assignment.
11. Click Select Official to expand the dropdown menu. Assigned officials will be pre-populated from the match.
12. For this example, we will start with the Referee. Their name, assignment status, and years of experience from the U.S. Soccer Learning Center will display here.
13. Click Create new Observer Report
14. Confirm this action by clicking Create new Observer Report again.
15. For the question How much did you Observe? you can retain the default of Full Match or select Partial Match from the dropdown.
16. Select Observed Partial Match if you only observed part of the match.
17. Indicate how many minutes you observed of a partial match from the dropdown.
18. Choose the number of minutes observed from the dropdown menu.
19. For this example, we observed the full match.
Select your Overall Recommendation from the dropdown list. Your account administrator creates the options for this list.
20. For this example, we will select Level UP - Higher in this role as our recommendation for the referee.
21. Enter your General Comments in the text box.
22. Select whether this official was Receptive to Feedback or not.
23. For this example, the referee was receptive to feedback. Type your comments in the text box.
24. Click Save Changes to save this part of the Observation Form.
Note that if you complete the Ratings section without saving this part of the form, your selections and comments will be lost.
25. After saving the top part of the form, Performance Ratings are entered. Your account administrator creates the performance categories for each match role.
26. Click the magnifying glass next to the first category to enter a rating and comments.
27. The Rating Scale is determined by your account administrator.
28. For this example, we will select Very Good for this referee's Match Control category.
29. Enter your comments in the text box.
30. Click Save when finished.
31. Repeat these steps for each performance category listed for this match role.
32. If any Critical Match Incidents occurred for this official, you can enter them here.
33. Click Add CMI
34. The CMI Types in the dropdown list are created by your account administrator.
35. For this example, we will choose PK as the CMI type.
36. Accuracy options in the dropdown are created by your account administrator.
37. For this example, we will choose Correct as the accuracy of the PK decision.
38. Enter your comments on this PK decision in the text box and click Save when finished.

39. Let's add another CMI to this report.
40. Click CMI Type
41. For this example, we will add a CMI for a Send-off.
42. The selections under Send Off Type are created by your account administrator.
43. For this example, we will select DOGSO as the send-off type.
44. Select the accuracy of this decision.

46. Enter comments on this send-off for DOGSO in the text box and click Save.

47. Our Observation Report is now complete for this official.
48. Scroll back up to the top of the form and change the status of the report to completed.
49. Click Save Changes
50. Click cancel to return to the match page.
51. Your completed report now displays for this assignment.
52. If you need to change or correct anything in the report, click the edit icon, make your changes, and click Save Changes when finished.
53. Click Select Official to expand the dropdown.
54. For this next example, we will fill in an Observation Report on AR1.
55. Click Create new Observer Report
56. Click Create new Observer Report again to confirm this action.
57. Fill in the items for this official following the same steps as previously described.
58. Remember to Save Changes when this section has been filled out and before you move on to Performance Ratings.
59. The Performance Categories for this match role are also created by your account administrator.
Click the magnifying glass next to each category to select a rating and enter comments as previously described.
60. Your ratings and comments will display here.
61. Click Add CMI to add a CMI for this official in the AR1 role.
62. Most soccer administrators include Offside as a CMI Type for Assistant Referees. Fill in the CMI section as previously described.
63. Enter comments click Save when finished.

64. Our Observer Report is now complete for this official in the AR1 match role.
65. Click completed to reflect the status of this report.
66. Click Save Changes to save the updated report status.
67. Click cancel to return to the Match page.
68. Continue in this way for any other officials on the match an Observer Report is needed for. Reports are databased by official, not by game, to provide flexibility on what Observer Reports need to be completed.
69. If you are an Observer not assigned to a specific match, but want to submit an Observer Report on an official, you can do so for matches within your account.
Click View All Matches to access matches within your account.
70. If you are an Observer in more than one Ref Insight account, you can select the relevant account by expanding the Account dropdown list and making your selection.
71. To search for matches within a certain drive time between your profile address and the site address, click Max Drive Time to expand the dropdown.
72. Select any of these options to filter the match list accordingly.
73. To filter the list of matches for specific dates, click Start Date.
74. Select the Start Date
75. Click End Date
76. Select the End Date
77. Once you have located a match of interest, click the magnifying glass of that match.
78. Click Select Official from the dropdown. Officials will be pre-populated from the assignments.
79. Click the match role or official you want to submit a report for.
80. Click Create new Observer Report
81. Confirm this action by clicking Create new Observer Report again and fill in the form as previously described.
